E.     School Use

1.      Schools can not charge admission to regular season games (Admission may be charged for special events and post season games)

2.      School administration may cancel/postpone scheduled league games with minimal or no notice

3.      Rescheduled games may have different times then listed in original schedule

a.       All postponed league games must be rescheduled

b.      All participants and spectators must abide by schools rules and regulations

c.       Participants and spectators are participated in the gym area only

 

          II.      Player Eligibility

A.    The league is open to any middle school student enrolled at the school district  for that school year in grades 5-8

 

B.     Student should be in good academic standing based on individual school requirement for participation in extra-curricular activities.

 

       III.      Roster Requirements

A.    All players must submit New Jersey State Physical forms to school nurse/doctor for approval prior to participation in any practices/games. Rule must be enforced by individual school district not league for insurance purposes.

 

       IV.      Uniforms

A.    Teams must wear unified jersey

1.      Player(s) out of uniform shall be removed from game

2.      Players(s) shall be charged with a technical foul

 

B.     All shirts must have permanent non-duplicating number

 

C.     Team must wear non-marking athletic sneakers

 

D.    Teams listed as “visitors” must wear home team issued pinneys when both teams are wearing similar colors.

 

          V.      Playing Time

A.    Games will consist of four seven(7) minute quarters

 

B.     The clock shall be stopped during dead ball situations and all timeouts.

 

C.     At halftime a seven minute cool down period will be provide for both teams.

 

D.    Each team shall be rewarded five time-outs per regulation game. Three (3) full time-outs and Two (2) twenty second time-outs

1.      Coaches or Players are allowed to call time-outs

2.      Time-outs do not carry over to overtime period

 

E.     An overtime period of four(4) minutes shall be played if the score is tied after fourth quarter

1.      The clock shall stop on all dead ball situations in the overtime period

2.      Each team shall receive one full time out during the overtime period

 

F.      Overtime play will continue until one team is ahead at the end of an overtime period.

 

G.    Warm-up time will be granted for all teams at least seven minutes prior to the start of the game.

 

       VI.      General Rules

A.    A “jump ball” shall be used to start the game, alternating possessions will be used thereafter.

 

B.     All substitutes must report to the scorekeeper before entering the game. Failure to do shall result in a technical foul charged to the player who did not report to the scorekeeper

 

C.     “Free Throw” – all players must hold their position on the foul line until the ball touches the rim on the shot.

 

D.    Blow-Outs

1.      If a team is ahead by 25 points, that team must play a   2-3 zone inside the 3 point line. After 1 warning, they will be given bench technical’s.

2.      If a team is ahead by 40 points, the same applies but the clock will run except for free throws..

 

    VII.      Conduct

 

A.    No player shall at any time lay a hand upon, push, shove or threaten to strike an official, opponent, coach or spectator

 

B.     All players will abide by the officials’ decision.

 

C.     A player ejected from the game for fighting is automatically suspended from the teams next league game. Any non-fighting ejections (two technical’s, etc) will be disciple by the players school only.

1.      If a player or coach is ejected from the game, that player or coach must leave the court immediately.

2.      The player may remain in the area only if he/she exhibits sportsmanlike conduct; otherwise, he/she must leave the gymnasium.

3.      Any coach ejected from the game must leave the teams bench area.

 

D.    Coaches are held responsible for their team’s conduct

 

E.     Teams are held responsible for their spectators’ conduct

 

F.      Any time a game gets out of hand, the officials or league supervisor has the authority to end the game and all individuals associated with the game must leave the facility

 

G.    Coaches are responsible for providing the visiting team with a locker room/classroom to change in prior to the game. Players are permitted to leave belongings in room only if room can be locked. If room provided does not have a lock, players must store belongings behind the visiting team’s bench.

 

H.    Players are responsible for their own belongings and at no time does the hosting school assume responsibility for lost/stolen items.

 

 

I.       All players and coaches are responsible for cleaning up bench area and locker room before departing area. Trash must be thrown away and locker room must be left neat and organized similar to arrival.

 

   VIII      Safety

A.    For safety and injury prevention, casts, exposed jewelry, and any other items deemed dangerous by the referees shall be prohibited on the court

 

B.     JEWELRY – Players must remove all jewelry  prior to entering the playing surface. Players may not “cover” the jewelry in an effort to hid the jewelry and play. Players have an option to remove the jewelry or not play.

 

C.     A player who is bleeding has an open wound, or has blood on his/her uniform must leave the game until the blood is removed. The uniform rule will not be enforced if the uniform is removed as a result of blood on the uniform

 

D.    Teams must provide their own first aid supplies, including ice packs.

 

E.     Coaches should carry all players’ emergency information with them at practices/games.

 

   VIII      School Regulations

 

A.    Teams should only use the designated entrance/exit at the school

B.     Participants are restricted to the program area (gymnasium) only and are not permitted to walk through the building or use any other areas in the school.

C.     Participants should use the specified restrooms and water fountains only. Food or drink, including alcoholic beverages and tobacco, are strictly prohibited on school grounds, which include the parking lots.

D.    Drugs are prohibited on school grounds

E.     Children must be supervised by an adult at all times when in the building or on school grounds.

F.      Spectators, including children, should use assigned areas for seating.

G.    Use of athletic equipment is restricted to the players and coaches only. Spectators/participants not involved in the game are not permitted on the court before, during and after event. This includes stoppages in play and halftime.

 

         IX      Special Events

 

A.    The host team for special events will be responsible for the cost of the officials and basketballs through admission and food sales.

 

B.     Entrance fee’s for teams can be charged to duffer cost of trophies, tee shirts, etc.

 

C.     Any money collected above or below the cost of the officials and equipment will be the profit or loss of the hosting school.

 

D.    The only people to work the concession stand and door of special events are representatives of the hosting school.

 

            X      Post Season

A.    A Post Season Tournament will be held each season as a single elimination tournament with a consolation bracket.

B.     Each team will be charged an entrance fee prior to the tournament and a two game minimum is guaranteed for each team.

C.     Seeding will be based on league records and the top 2 teams automatically receive a bye in the opening round

D.    In case of ties in team records, tiebreakers will be determined in this order:

1. Head to Head winner

2.Head to Head point differential

3.Coin Flip

 

               XI       Web-Site

A.    The web master will be in charge of the web-site and the only one capable of editing team stats/standings.

B.     Winning teams must call or e-mail final scores to web master for posting.

C.     Teams must supply:

1. Team Logo

2. Directions to home gymnasium

3. Team Schedule

4. Coaches contact information (e-mail address)

5. School web-site (if avaliable)
